The Communist Youth League of China (referred to as the Communist Youth League) is a mass organization of advanced youth led by the Communist Party of China. It is a school where the majority of young people learn socialism and communism with Chinese characteristics in practice. The Chinese Communist Youth League was formerly known as the Chinese Socialist Youth League. In August 1920, the Chinese Communist Party first organized a Socialist Youth League in Shanghai. Around this time, socialist youth groups were organized while preparing for the establishment of the party. In July 1921, the Chinese Communist Party was established. In May 1922, under the direct leadership of the party, the Chinese Socialist Youth League held the first national congress in Guangzhou and established a unified national organization. In January 1925, at the Third National Congress of the League, it was decided to rename the Chinese Socialist Youth League to the Chinese Communist Youth League. In November 1935, in order to unite all anti-Japanese youth and oppose the Japanese imperialist aggression, the party decided to transform the Communist Youth League organization into a national liberation anti-Japanese youth organization. After the victory of the War of Resistance Against Japan, in order to meet the needs of the new situation and new tasks, the Party Central Committee proposed the establishment of a Democratic Youth League in October 1946. On New Year's Day in 1949, the Central Committee of the Party made a decision to establish the China New Democratic Youth League. In April 1949, the first National Congress of the New Democratic Youth League was convened, and the China New Democratic Youth League was officially established. In May 1957, the Chinese New Democratic Youth League held the Third National Congress and decided to change its name to the Chinese Communist Youth League. The conference also decided to link the previous congresses of the Chinese Socialist Youth League, the Communist Youth League and the New Democratic Youth League before and after liberation. During the "cultural revolution" for 10 years, the work of the regiment was forced to stand still. In October 1978, the 10th National Congress of the Communist Youth League of China was held. In December 1982, the 11th National Congress of the Communist Youth League was held. In May 1988, the 12th National Congress of the Communist Youth League was held. In May 1993, the 13th National Congress of the Communist Youth League was held. In June 1998, the 14th National Congress of the Communist Youth League was held. In July 2003, the 15th National Congress of the Communist Youth League was convened, and the current Central Committee of the Communist Youth League was elected.
The organization principle of the Communist Youth League is democratic centralism. The regiment's national leadership is the regiment's national congress and the central committee it produces. The National Congress of the League is held every five years and is convened by the Central Committee. Under special circumstances, the National Congress can be held earlier or later. During the intersessional period of the National Congress, the Central Committee implemented the resolutions of the National Congress and led the entire work of the delegation. The Plenary Session of the Central Committee of the Youth League elected a number of standing members to form a standing committee. One secretary and several secretaries were elected to form the secretariat. The plenary meeting of the Central Committee is convened by the Standing Committee and held at least once a year. During the inter-sessional period of the Central Committee, the Standing Committee and the Central Secretariat elected by it exercise their functions and are responsible for the daily work of the entire regiment. In 31 provinces, autonomous regions, municipalities directly under the Central Government, the People's Liberation Army, the Armed Police, National Railways, National Civil Aviation, Central Government agencies, state agencies, central finance, and central enterprises, there are provincial-level and subordinate regiments and grass-roots organizations at the provincial level. As of the end of 2005, there were 72.146 million members of the Communist Youth League, 199,000 Youth League committees, 220,000 total Youth League branches, 2.491 million Youth League branches, and 191,000 full-time Youth League cadres.
The basic tasks of the Chinese Communist Youth League at this stage are: unswervingly implement the party's basic line in the primary stage of socialism, focus on economic construction, adhere to the four basic principles, adhere to reform and opening up, and build socialism with Chinese characteristics. In the great practice, we have created successors who are ideal, ethical, cultural, and disciplined. They strive to deliver fresh blood for the party, train young talents for the country, unite and lead the young people, self-reliance, hard work, and actively promote the socialist material. The construction of civilization, political civilization, and spiritual civilization contributes wisdom and strength to the comprehensive construction of a well-off society and the acceleration of socialist modernization.
